Yep - the rule is/will be Masteries "left over" after you reach Critical
bump your opponent down. However, you can't use an HP to achieve any of
this - mastery bumps only. This will be of slight use to a 1-mastery
advantage, but those with more masteries will see an increase in Complete
Successes/3x AP Transfers.
