I can see the argument for an improv. penalty to somebody defending against missile fire with Close Combat: XX and Shield.

Problem is that this gives Ranged Combat a built-in advantage.

Solution is probably in the range penalty rules.

As to using a missile weapon in a mêlée, I'd say the archer wants Close Combat: Bow and Arrow, or takes an improv. penalty.
