I prefer to have special rules for characters that (almost) nobody plays rather than for the characters (almost) everybody plays. This is what happens now with weapons and armor ranks, by the way. They usually cancel each other so that the net edge/handicap is 0.

On a different note, this kind of problem exists in every system that hasn't a list of abilities. Both a human and a troll can have Strong at the same rating, but shouldn't the troll be stronger anyway?

If your answer is yes, you are introducing an absolute scale which has the weakest creature possible in the origin. I prefer to set the "zero" more or less in the middle.
