It still costs a Hero Point. If someone wanted to spend a Hero Point to change a winner forfeit 1, loser forfeit 2 (where the Hero was the loser) to both forfeit 2 it would be up to them. A measure of a Hero Point effectiveness is how much it changes an AP resutl (in an extended contest at least). 1 AP is never going to be a great use. IF the bid had been 20, then a loss of an extra 20 might disable the opponent.
