Improv penalties are no longer trival and 'Close Combat' is no longer the rules-crock that it used to be.
So, your sample, rather ludicrious example would have -5 for his swordfighting but using a shield and his shield fighting would have a -5 penalty as well before getting an augment.
If auto augment rules are used, he would need to have Shield-fighting at 10w2 to offset the -5 penalty. Of course, at a lower skill levelf, the player could roll for the augment and take his chances...
