I think it would become Flight 18 (Fly Fast +1, Fly Far, Fly Funkily)

I would probably give a player a break on the cost or I would keep the bonus intact and make him pay 3 to raise the whole affinity.

At least, that's how I'd be doing it. Heropoints are hard enoguh to get without having them submerged into a rising base-skill. I treat it as a permanent bonus.
