In a reasonably even fight[1], that is exactly what a high AP bid represents. If you lose the exchange, you are a lot closer to losing. In the extreme, if I bid all my remaining AP and lose badly enough, I'm out of the fight.

For my money, everyone seems to be modeling entirely the wrong thing. Gun battles should pretty much start with everyone diving for cover, then trying to move to a position where they can get a clear shot without getting hit themselves. Actually hitting someone should only be the result for that someone going below 0 AP. AP ain't hit points.
