Graham and I have had disputed this in the past. Graham takes the line that a rules fix is appropriate, I take the line that Narrating style and scenario design is the key.

IIRC the descriptions of your players,flynnkd, they are more likely to respond to a rules fix. A rules fix is easier in the short term.

But of course, if you did that you would be falling towards the Dark Side ;-)
