Well, I don't have the HQ rules yet, but my understanding of talents is that they can only be used to augment, unless the character concentrates his magic in the set of talents.

It seems like what you call Chameleon (ability or talent) depends on your vision of the racial ability.

So, the real question is, how do you want it to work? If you only want Chameleon to be used to augment, make it a talent. If you want Chameleon to be its own ability, make it an ability.

My understanding of concentrating magic is hazy at best, so I'll defer that, except to say that if it *does* prevent you from concentrating in Animism, and you would rather have members of that race able to so concentrate, maybe it should be an ability.
