I'd accept either General History modified by American Cultural Keyword, or American History at full value. Hell, nowadays most teens (in the US) would probably answer either George Washington or Ronald Reagan :-p.

Yep, and I'll say it again :-).

The Cultural keyword is what "everyone" can do. In the US, (and Europe, Canada, etc) it includes (but is certainly not limited to): Have Credit and use a credit card
Drive a car (including all the ancillary stuff: pump gas, know when it "sounds funny" and it should be taken in for a checkup). Ride a bicycle
Know popular culture through TV, Radio, movies, "Enertainment" magazines, etc.
Know [Own Country] History (US gets a -5 or -10 here, from what I've seen of our youth ;-( ).
Know [Own Country] Current events
Know Current Events (again, a -5 or -10 might be appropriate for things outside the country).
Know [Sports] Events (may be taken many times!) Speak [Language]
Speak [Second Language] at -5 to -15 (There are some phrases that will "leak through" even to the most crusty "Amerca Now" type - "Asta la vista, baby" would be an example of a Pop Culture-ism leaking through to Speak other language).
Proud of [My Nation]
("Use Internet" is starting to become part of the Cultural Keyword...) etc.

Now, an individual can decide not to have certain abilities from any keyword - I, for instance, don't drive, and my current events knowledge is woeful (I don't currently watch TV or listen to the radio, or read the newspaper more than once or twice a month). I would have been shot as a spy in WWII because I can't tell you who won any World Series, ever.

But if you were running a game and the question came up "Can you ride a bike?" the answer is either "17" (Cultural keyword) unless the player says "oh, Fed never learned to ride a bike" in which case it's 6. Don't sweat it, if it is something "everybody" does, then let it happen at Cultural keyword value.
