Yes, we know. Alex is simply saying that maybe it should.

I have to agree with Alex and Bruce. Giving abilities from the 100word description lower starting values than cultural abilities never made sense to me. The fact that the new system gives an incentive to concentrate on generic keyword abilities rather than personal specials is even more screwy.
