For me it's because HQing is about making committed mythic choices. Echoes in eternity, etc. Doing it once is essentially equivalent to doing it many times. Making the same choice more than once would be redundant; making a different choice would be impossible. But I suspect those assertions should all be caveated, as to possible exceptions and work-arounds...

Greg has spoken to this a couple of times, though somewhat vaguely. He seems to have implied either/both of:- i) Very carefully. Maybe you can do the 'same' quest if you find a distinct sub-path to take along it, or otherwise finagle it to be irredundant; ii) Harmast's second LBQ wasn't a 'normal' LBQ as such at all, in some sense.

Note that as per what Bryan says, you can do a quest several times on different 'levels'. In effect you're going to different 'mythic places', as I understand it.
