Praxians start in the same wicket. The Survival Tricks are expressly talents. I think there is a good mythical basis for this, though. When Waha came into the world, the Living and Dead were still mixed; spirits were everywhere and were often hostile. He gathered the Survival Tricks and taught them to everyone, so that they did not have to depend on anyone but themselves.

Finally, Waha taught the Survival Tricks to everyone, even Outlanders <spit> and Groundmen <spit>. He didn't teach his own magic to everyone. This is just one of the differences.
