There is always the desperation stake. I think a hero can do that at any time.

I think the reason you can't easily replenish AP is simply that if you could, the contest would never end. The loss of AP means the character is "losing" and if all they need to do is take an unrelated action, catch a breath, then return to the battle, argument, wooing, or whatever, then they aren't really losing anything.

That being said, the group extended contest rules do allow for exceptions, if the person does something that merits some AP. The text uses the example of a hero leaving to gather more help. I think there are other things one might do though- like use an appropriate ability and either gain or lose points depending on the consequences of a simple contest.

As to your archer- if this person was physically removed from the fight, and had been lending AP only, I'd argue they were just providing covering fire and had run out of arrows! Each contest round is more than just a single shot- so losing those AP means losing arrows. I'd be tempted to allow them to "leave" the contest, then re-enter with some close combat skill and a new AP total- just no more arrow fire.
