Ya it does, and that is why I am striving to keep Pavis as a God
proper rather then reduce him. The story line in the P&BR books
suggest a 'greater' plan is at work and reducing Pavis to a City
Guardian doesnt sit well with those plans. My players are all old
timers and started in PavisRQ, so they too see him as a god... so
that is what he will stay in my game )).
It is a good testament to the rules that it has the versatility to
adapt in this way.
