Whatever fits into your group. Basically I dont bother giving my
grunt npc's any rating, I simply give them the groups average rating
plus or minus 20, depending on how tough I want the encounter.
A particular named foe I might detail with skill levels and
augments, but again they are entirely fluid depending on what the
players do. My npcs tend to be pretty dynamic in abilities... ))
