I think you can take the stuff in Thunder Rebels and Storm Tribe as unchanged- but it never applied to non-Orlanthi anyway. The Heortlings are different...

HQ p.118 (under Benefits and Obligations) "Generally, religions do not allow devotees to be initiates of other gods as well."

Of course, your clan might have the Big Secret Rite that allows any devotee of a Boojum Pantheon god to also be an initiate of the Great Snark (or whatever) as long as they can meet the obligations.

I think this is still the case in HQ.

My take on HQ Pavis (or any city) is that actually initiating to the City God would be as rare as initiating to Orlanth Rex in Sartar - something you only do as part of attaining some position of leadership or official responsibility in the city. Taking part in Communal Worship would be different, though...

My players' clan in Sartar has a bizarre historical relationship to Humakt. Every serious warrior in the clan initiates to Humakt, but then Re-sheathes and goes through an additional rite that will allow them to still remain in Storm Tribe warrior-friendly cults. This clan is the only one in the tribe that knows this secret, and everyone else thinks they are crazy. One of my heroes is a devotee of Odayla and an initiate of Humakt under these special rites. (BTW: This doesn't work the other way in my game. If you devote to Humakt, that is it and you must sever ties to any other gods.)
