Since the landscape deities specifically includes the example of "Mr or Mrs Village Deity" I would think that most towns and even cities might follow that same pattern. I would think that, somewhat like the Engizi River, there may be a few direct initiates and devotees, forming the priest hood and main supporters, and a much larger number who treat it as a guardian, getting its three blessings.
I think it is one of those things that could vary from city to city, and no doubt will vary from game to game!
