Devotees can initiate only to other subcults of their god, and presumably to those of a related god if the subcult to which they belong is shared by the two. Thus, a Helamakt devotee might be able to initiate to Orlanth and Heler, although they probably could only be an initiate of subcults from one or the other at the same time (devotion to Helamakt plus initiation to Ohorlanth and Finovan would be okay, but not Helamakt plus Ohorlanth and Ereltharol).
