I don't think I misunderstand your position but I still don't accept it as a 'normal' reading of the rules - obviously you're quite entitled to run them whatever way you wish. Your game.  

What my position is that players suffer no limitations on their actions except those imposed by being defeated in a contest. That means that until they are defeated they can attempt whatever they wish.  

If you wanted a player in a contest to be limited in what they do you can use the 7AP = 1 hurt rule which would hinder whatever actions they wished to take. Indeed, if you wanted to house rule it then you could impose 1 hurt every time someone lost 7AP rather than instead of the 7AP, though that might seem harsh. :-)
