Pagans and Heathens

On page 159 of Heroquest the blessings for the Abiding Book include Resist Pagan God and Resist Heathen Spirit. Are the terms Pagan and Heathen used consistently to refer to theists and animists respectively? Specifically, are the Saint Gerlant spells Burn Away Pagan Magic and Burn Pagan effective only against theists?
