If the rule is to replace the current -7AP to hurt rule then what it is really doing is removing a special case and replacing it with something more fluid and with more scope for sparking imaginative role-play. IMO. The whittling down version of combat is still not often the best way to win but sometimes it is appropriate to the story, it adds colour to an option that is currently covered by a rather bland rule.

Usually they would heal between stories anyway and so would not accumulate. Permanent wounds would require magical healing or would stay on the sheet.

as is. I think, for purposes of consistency, this suggestion has some very valid benefits. I'm not so sure it would make HQ any grittier than the multiples of 7 AP (or even doing the same thing with multiples of 5).

I don't think it makes it any grittier than multiples of 7 AP but I think it adds colour.
