I think it doesn't have to be a Majestic Spirit giving a spirit in a
fetish. Yes, that is the most direct translation of what happened in
the RQ scenario, but there have to be other ways of doing things.
Two thoughts jump to mind:
1) Zola Fell gives them magic items with the same powers.
2) Zola Fell gives them a guardian, who grants them these powers.
If they don't have a guardian yet, I think the second option is
perfect--however I haven't read the scenario in question, so I don't
know what constraints the scenario puts on things.
Other than that, you can always wave your hands and essentially give
them a temporary spirit follower.
