Why not 17, from their <culture> Woman keyword? It's not the strength, it's what you can do with it, that the TN measures. After all, a common strong emotional reaction is to become so emotionally flooded as to be useless. If you can keep your head... :-)

If you decided that the Love Offspring ability of a PC should be very large because it is 'obviously' strong, where will it end? Humakti's magical ability to kill? Uroxi courage? A warrior's sword fighting ability? A Yinkini's seduction?
