Actually, I don't think her "maternal instinct" needs to be rated that high.

More generally, augmenting abilities don't have to be on the same scale as the ability that they are augmenting to matter.

For example, "Hate Joe" at a rating of 17 gives you a +2 augment. If you are both kids with a combat score of 15, it gives you a +2 to fight him, a minor but useful edge. Many years and battles later, when you both have combat skills of 15W2, it provides the exact relative edge that it did before.

I think this is one of the strengths of the HW/HQ system, as you get more powerful, you don't have to scale up all of your abilities in order to get use out of them.

On the flip side, this is one of the draw backs of switching equipment from edges to bonusses. That is, having chain mail armor gives you the exact same relative advantage at 17W3 as it does at 17, whereas the edge matters less as your total number of AP go up, and this I don't like. When mighty heroes clash, I hate to think that the winner could end up being decided because he had slightly better armor. (highly enchanted armor which augments his combat, sure, that is fine. Mundane equipment? blah).
