Normally this sort of thing would be an entry in Common Magic (and thus start at 17 under that keyword). If the character is a devotee, than this can't be a talent, or he would have lost it when he concentrated his magic to become a devotee. So it's most likely a common magic feat.
I suppose it could be an innate ability or a curse of some sort, in which case it probably wouldn't be under a keyword and would start at 13.
