I would give the character a relationship:

Owed favours by Silver Shields 13

That would allow the player to use the ability to get 'a band of loyal warriors' to come and help him. It would also give plot hooks and a limit on the usefulness of this band (oh, you're in Nochet? The SS are in Boldhome...) And of course, you can use the multiple target penalties to determine how difficult it is for him to get different sizes of help. 2 friends, easy. A file, hard. A company, forget it.
