I don't think that an orderly can *create* a new spell in the
scripture, just as a practioner can't use spirits outside of his
practice. (HQ also implies by omission that intitiates can only
improvise the feats listed for their affinity--the 'common feats').
Now, maybe in play an orderly might find someone in his order who has
a variant scripture with another feat available, just as maybe in a
practice there might be an obscure spirit available from some shamans
that know him, just as some temples and shrines know obscure feats
that inititates can't learn per se, but after worshipping there maybe
they can improvise them. But if you push too far along this road, it
is something else, a new order, a new practice, a hero cult, etc.
Just IMO.
