I seem to remember this being covered before, but briefly...
You can raise the affinity by one for 3hp. Or you can raise a feat an additional +1 for 1hp. Feats don't get their own rating, just a bonus to be added to the affinity rating.
So your starting devotee has something like Affinity 17 (FeatA, FeatB, FeatC, FeatD).
He spends 1hp and gets Affinity 17 (FeatA, FeatB +1, FeatC, FeatD)
That might seem an odd way of recording it - saying FeatB 18 might look the same, but it isn't. Because after the next session he spends 3hp, and gets :
Affinity 18 (FeatA, FeatB +1, FeatC, FeatD)
FeatB now has a target number of 19.
