talents in specialized magic key words

A number of "specialized magic" key words in the HQ book actually list a number of talents instead. The most widespread is in the Teshnos write up, but you see it as well in Esvrulari sailors, and thieves in most cultures.

How do you handle that for starting abilities? Is it a case of "you can choose amongst these for your five common magic abilities in addition to your normal choices" or is it "they are part of your specialized magic key word, of course you get them" ???
