generalist skills with specialist subskills

Am I right in thinking that assuming the generalist / specialist notation suggested on the list to deal with things like combat then bob would be:

                close combat (spear and shield +5) 12 and would get the great axe at 12 with no improvisation penalty. Which boils out the same in the wash.

After the game he gets to increase his close combat (spear and shield) by 1 for 1 point ( = 1 for a 1 point increase x 1 for used in episode) OR
he can increase his close combat (anything) by 1 for 2 points ( = 1 for a 1 point increase x 1 for used in episode x 2 for general skill)

And presumably he can't increase both the general skill AND its specific subskill in the same episode.

Is this right?
