I suspect he's designed to be a Recurring Villain, myself. This, after all, is a vampire who seems to make a hobby out of ambushing large groups of Humakti on the HeroPlane and (usually) winning.
But yes, aggressive use of a Wind Feat or two is roughly what I had in mind to try next time we meet. We lack Orlanthi, but have a specialised sub-cult of Humakt that uses the North Wind in all sorts of interesting ways :)
