I'd say no.
If Saufilas had taken one of the affinities as one of his named abilities then he'd get that, fine. And he probably could - let's face it, the overlap between Scholar and Devoted to IO are probably huge. But he hasn't. So he doesn't get the Affinities at 20.
I would almost certainly allow the IO affinities, and therefore feats, to be improvised from the Devoted to IO keyword.
