I don't see why you would say that. You don't have to concentrate your magic to be an orderly or an adept, and they get active magic. Their magic is obviously more expensive without the benefits of concentration, but they can still have it.

Note also that although the liturgists may not achieve as high a skill level, the average person still gets decent magical bonusses from the regular blessings, even if they only put in 10% time/commitment as a lay member. So although you may not see many heroically skilled aeolian magicians, you will see some of them wielding active magics (actually probably more than amongst the Rokari, because far more of them are orderlies if I understand properly).

You question is good in a broader sense, however: can you devote yourself to a "god" through misapplied worship? I'd originally thought that you could, but still paid double costs for improving your magic. Re-reading, I'm not so sure.
