Well, I don't see a rule against it, but I would not do this as a narrator. Joining a tradition mean adopting an entire world-view about what is good and bad, what has to be done to renew the world every years, etc. These frames of reference are usually very different between traditions.

This is the better approach, but has two flavors.

First, the characters can undertake the task of "discovering" how Zola Fel befriended Tada in the darkness or whatever. This would make him a friendly (not neutral) spirit and not foreign (see the rule on p. 137 under Practice Spirits and Charms). This has the double benefit of allowing your characters to achieve something marginally heroic and of accommodating the players. Note that this has in-world limits -- for example, I do not see how one could reasonably include Kolat in an Oasis-based Tada tradition.

(One potential story comes from a small piece in a fan publication known as The Book of Drastic Rsolutions: Volume Prax. The story is that Zola Fel is the blood of Brave Seolinthur, who -- like Tada -- was one of Genert's followers. Many people disagree with that story, so it is not necessarily Generally Accepted Glorantha, despite being published. Anyway, since your Glorantha will vary, you are free to adopt it.)

The second flavor is that you can simply rule that Zola Fel was always part of your Tada tradition. He could be either friendly or neutral. This is reasonably consistent with the Praxian tradition, which your Oasis character probably observed. Maybe your character did not know it because it is obscure or he is from an oasis far from the Zola Fel (and Oasis Folk don't travel much anyhow).

Also, I don't think that Zola Fel is a Great Spirit in HeroQuest terms; I think he is a Majestic Spirit. (This implies that he is always the head of a practice, not a tradition.) I would probably say that the River Folk worship him as an independent practice, like Ganval (p. 146-7). Outsiders (like those in Pavis) might worship him as a landscape spirit, like Chalk Man (p. 148-9). This creates an interesting story hook if your Oasis spirit talker becomes a missionary to convince the River Folk that Zola Fel is "really" part of your Tada Tradition (and look at the additional magic they might get by joining up).
