Terrify enemies with a shout!

Guys

If you you used _at_Terrify enemies with a shout!@ at 10 Matery 1, the bad guy resists with brave 17 or something like that? What if he wanted to resist with his weapon skill - improv mod of -5, -10 or - 20 or dis-allowed. Any ideas on this one?
