Well, HQ states that the basic guardian would average in each ability of 18 plus the total support bonus for the size of the heroband. Which would give Captain Dashwoods lot an average of 6W and the Wooden Sword about 8W. By contrast, the Silver Shields would have a guardian approaching around 3W2.
Unless the GM wants to fiddle, of course.
