I have limited experience of this, but the rule book gives guidance on broad abilities does it not? If people use abilities wholly inappropriately then the narrator has the right to dissallow it. The rules say if you are taking a -20 then the narrator should seriously consider disallowing it. For example, Harrek The Beserk wants to take up knitting. He decides he wants to do it with his bear claws and not the usual knitting needles. He improvises his combat skill, I don't Know 10M4. Takes a -20 and still is the best knitter the world has ever seen! That is why I think we have the rule of -20. Even Harrek has to take a 6 at knitting! Crap example I know....
