Active use of feats?

Hi All,

I've just confused myself again, and I need someone to remind me what's going on.

If an initiate learns a feat from a subcult, can they use that feat actively if they have not concentrated their magic?

My first reaction was "No, which would keep it in line with concentrated common magic" - augments only.

But my second reaction was "Ok, I guess you can" (I can't remember why I said this - it was a month ago, but I assume I thought there was a good reason at the time).

And last night I thought "No - Augments only." again.

My players have rightly called me on it (at least none of them have actually bought any of the feats yet), and I need to come up with a definitive response.
