One way to look at this is, if there was an on-the-spot sports reporter talking up the 'event' before (and during, and after) the fact, what would he say the 'story' of the race was? Are there David-and-Goliath or long-running personal rivalries between certains pairs (or more) of the competitors? Is the course itself notoriously difficult or significant? Is the objective 'performance' of each competitor of interest (record-breaking, no a patch on last year's race, etc)? Is it largely just a matter of a contest with multiple 'sides'? If you can determine that, if should substantially clarify what's an appropriate resolution mechanic (notwithstanding which, a certain 'bespoke' element might be indicated).
