The obvious use is to justify a higher AP-bid. He's using ammunition quicker but making a (possibly) more effective attack. If he's got a special ability he's using to do it, he could claim an augment from that, as well. And if the arrows themselves offered a bonus he might be able to claim that twice, too (GM's call on whether that works).
