No -- that wouldn't work if they're doing well in a missile combat, up by dozens of AP, but all of a sudden can't act because they're out of knives.
On the other side, it doesn't make sense that every time they end up at 0 AP, they're out of ammo. There are other possibilities (such as the ever-popular broken bowstring).
