You could just convert the ability with the feat into a bonus from the affinity in the case where the feat is derived from the affinity. So, if an Initiate of Destor had a Wind Affinity of 10W and a separately developed Snatch Breath feat of 20W on becoming a Devotee he'd get Wind Affinity 10W (Snatch Breath +10) and from there on in the feat goes up with the affinity.

As he effectively "wastes" 18 hero points on raising his feat, this could be your "strong incentive" to not buy your own subcult feats.
