Perhaps there's a game structure difference between 'Being Sent on A Mission' and 'Wandering about having adventures'?
However, while many of the people living in the place called Pavis are of Heortling ancestry, IMG you don't cling to that AND become a Devotee of a different cultural god. Most New Pavisites who still think of themselves as Orlanthi will only be worshipping Pavis at a common magic level.
