Unfortunately, Gloranthan city gods (with very, very few exceptions) have always been localized - sometimes extremely so. Heck, most of Pavis's magic doesn't even work out side the walls (old or new). Clan wyters have the same problem. Most community entities are simply too tied to their location.
Getting support for strange gods who can't help you here and now is always a problem - its a big one if you're asking for something risky. Support requires time, effort, money and sacrifice - things which are much better used for magic which can actually *support* the community. Convincing them is more important.
However, a small heroband out on expeditions for the "Greater Good of the City" is a pretty decent idea - and you might even call it "old school" .
