No, they wouldn't because the thinking you are advancing presumes that

  1. all Pavisites are Heortlings (Many are descendants of Settlers from the Imperial Age)
  2. that all Heortlings have an interest in Sartar's liberation (they don't)
  3. that Sartarites of Pavis might have an interest in a free Sartar (half of them abandoned the kingdom when it was still free)
  4. that Pavis the god actually gives a toss about Sartar (since he came from Adari, this is doubtful).

The Pavisites have got far more important things to do then liberate Sartar when Jaldon Toothmaker is planning to pay them a visit.
