Thanks for all the canon, guys, but it doesn't change the point. Heroes aren't "typical Pavisites," they're special by definition. Sure there are probably a lot of reasons for them not to go, but the player can put in just as many to go. Maybe he decides to take a flaw of Stupid in Love with Otta Frinnasdottir 5W2, and is trailing her there because she asked him, and he can't help it. It's not neccessary for Pavis to want this to happen, in fact if he doesn't so much the better. Then the PC has conflict. Which makes them more interesting to play, not less.
So, yeah, sure, for the average Pavisite devotee, they wouldn't go. But a PC, sure, why not? I'm not going to tell the player no, just because it's complicated. The point is that it's a valid question that was asked, and the asker isn't interested in "don't allow it." So if you want to be helpful here, give him info on how to make it work.
