I'm out on a limb here, but first off:

   The windstop is a cataclysm that affects Pavis and Prax. In my game, the loss of the "little brother" wind meant that Storm Bull howled out of the wastes and smashed right into the New City's defenses, where the lunars had to defeat it. Which caused even more problems with chaos...

   Praxian rebels need relationships with those west of them, just as Sartarites need relations with those east of them.

   At least 2 Argraths want to use Pavis and Prax as their base from which to take over Sartar.

   There's money to be made! You have to be at the revolution if you want a seat at the division of spoils.

   There's money to be made! As another writer pointed out, when Sartar goes to war with the Empire, they're going to need lots of everything from weapons and armor to fortifications and rice from Kralorela and Teshnos. (You can't keep the Sartarite army in the field very long if they have to go back home and plow or harvest, so the Prince of Sartar is going to have to import a LOT of food.)
