The thing is - with warband and heroband wyters and guardians,
the "item" is that entity's mundane-world body (in a very real
sense). In the case of the city-god, his "body" is the city or his
temple. That's a bit harder to project, I think.
Anything portable has to be pretty significant - and hence important.
Such things tend to be jealously guarded by well-to-do cityfolk,
priests and other such folks who selfishly look out for their own
interests - since they live in that city. =)
