No, not quite. If the threat is significant to the plot, then no matter what your heroes skill level, it should *be* a threat (by having it's abilities raised, or possibly by adding more abilities or supernatiral powers). If you want to play with lower-skilled characters, you can lower the creature's abilities to still be a threat but not a total killer.
